After the September 11, 2001 terrorist attacks in the USA, the European Union reacted with the publication of the Civil Aviation Security Regulation for protection against attacks on civil aviation. Among other things, the regulation mandates obligatory basic aviation security training for all airport personnel. The EU regulation was followed by a detailed implementation ordinance, the "Ordinance for Introduction of Aviation Security Training", which was published in the German Federal Law Gazette on April 2, 2008. This obligates owner-operators of commercial airports to organize and implement security training. Moreover, it establishes binding standards and instructions for the type, content and implementation of training.
The Aviation Security Training Ordinance took effect on April 11, 2008 and affects both first-time applicants for authorization to enter security-restricted areas of the airport as well as all persons who are already so authorized.
The ordinance provides for the following:
- an obligatory 3-hour theoretical security training course conducted by an officially approved instructor.
- a one-hour practical briefing by the respective supervisor
As a rule, the security training course can be completed on-line using an interactive training software. In cases where this is impossible, training will be conducted by Fraport AG's Airport Security Management Division in face-to-face courses. Please note that, pursuant to official requirements, anyone who has not taken part in the security training within the stated period of time will not be allowed to access the security-restricted areas of Frankfurt Airport.
