New airport charges structure in 2008
Fraport AG's new charges structure for Frankfurt Airport came into force on January 1, 2008. Fraport AG applied for it at the relevant supervisory authority, the Ministry of Economics, Transport, Traffic and Urban Development (HMWVL), and received the approval. Its application was preceded by intensive consultations with the airlines and their associations on the intended changes.
Fraport kept the overall volume of its airport charges stable following a further average decrease of 1.5% at July 01, 2007. But various changes of the charges' structure were made especially to stronger reflect environmental aspects.
We would like to draw your attention especially to the tremendously reduced MTOM-related landing and take-off charges in order to introduce a NOx-related charge per movement and to highlight the importance of the noise component with changed categories in the structure of our charges. Fraport's so called "Ten Points Program" is again reflected by an introduction of higher charges for movements during night time. Both changes increase the environmental component within the movement charges to about 30%. As to the passenger charges the split between domestic and EU-related charges will decrease while charges for all other destinations remain stable. The amount to be paid for transfer and transit passengers is slightly reduced. Due to the structural changes there will be again a significant increase in the variable share of airport charges.
Fee cap on passenger flights
The fee cap on passenger flights introduced by Fraport in 2006 will continue to be in place for 2008, thus benefiting airlines whose passenger load factor remains constantly above 80% throughout the year and operating more than 50 flights per year, EUR 9.25 will be reimbursed for each outbound passenger above this limit. To create a standard basis for calculation, a standardized seating capacity has been defined for each aircraft type.
Charges of Central Ground Handling Infrastructure remain stable
Even in the third year after implementation of the new charge structure for the facilities of Central Ground Handling Infrastructure, the charges 2008 remain the same. They consist of a basic charge per turnaround - based on type of aircraft and positioning (building or apron) - and the variable charge per departing passenger (local and transfer).
The implementation of the multi-level screening facility in Terminal 2 in 2007 and in Terminal 1 by the end of January 2008 has led to an adjustment of the Passenger-related charge for feeding baggage into the hold baggage screening system (security) effective January 1, 2008. The charge for departing local passengers will increase to 1.01 € whilst the charge for departing transfer passengers will remain the same at 0.20 €. Starting July 1st, 2008 a levy for the implementation of the EU directive No 1107/2006 (Rights of disabled passengers and passengers with reduced mobility) will be charged to all passengers. An apportioned fee of 1.03 € per departing passenger is levied for assistance to handicapped and mobility-limited passengers at Frankfurt Airport. This apportioned fee includes preproduction costs of 0.13 € per departing passenger. Charging of preproduction costs will expire June 30, 2009.
