Licensing agreement on the basis of the German Ordinance on Ground Handling Services (BADV)

If you are operating in the area of ground handling, i.e. if your services are directly involved in flight operations, you will also have to conclude an agreement in accordance with BADV, the German Ordinance on Ground Handling Services. To conclude this agreement, please request a questionnaire by email from gestattungen@fraport.de or by calling +49 - 69 690 - 70777 or 69 690-21494.

Please provide the following documents for the application procedure:

  • Completed questionnaire
  • Confirmation of your contracting authority
  • Excerpt from the commercial register /copy of your business registration
  • Copy of your aviation insurance and/or business liability insurance.

You will receive more detailed information together with the questionnaire.

After conclusion of the licensing agreement, you may also have to apply for Airport ID Cards and Vehicle ID Cards, depending on the type of your activity. Companies not registered yet will also have to provide the Company Data Sheet.

Licensing agreement concluded with the Fraport AG Retailing Department

You are a service provider (or sub-contractor) of a retail, restaurant or service tenant of Fraport AG and are commissioned by this Tenant to start and maintain business operations.

Note: This rule does not apply to security, cleaning and temporary employment service providers! In these cases, an agreement based on the Airport User Regulations needs to be concluded. For relevant details, please consult the section “Licensing agreement based on Airport User Regulations (FBO)” on this website.

Licenses are always granted for the duration of your commercial activity at Frankfurt Airport, however no longer than two years. Should your commercial operation at Frankfurt Airport exceed two years, you will have to extend your licensing agreement prior to expiry of these two years. This is solely your responsibility.

The number of Airport ID Cards and Vehicle ID Cards required as well as their area of application shall have to be annotated in the licensing form. The ID Card Services (SCF) will not process any applications exceeding the quota of ID Cards. In the event that in the course of your operations you will have to change the quotas or the colors, you will have to present a new licensing application making the previous one invalid.

The respective tenant of HVM-R, for which you provide the service, is hereinafter referred to as “Client”. Your Client assists you with coordinating the procurement and preparation of the necessary documents. By signing the licensing agreement, the Client also confirms that there is a direct respectively indirect contractual relationship between the Client and you.

Please complete the licensing form(only german version)  and have your Client sign it and add the company’s stamp on the second page.

Additionally, the following documents are required:

  • Copy of your valid business liability insurance, at least with a blanket coverage of 5 million (flat rate) for personal injuries and property damage per damaging event (without restrictions).
  • Copy of your excerpt from the commercial register or business registration (for architects: copy of your registration with the roll of architects).

Note: The signatures of Licensee and Client including company stamps must be delivered in original form. For further questions regarding the procedure please contact your Client (Tenant at the Airport).

After conclusion of the licensing agreement, you may also have to apply for Vehicle ID Cards, depending on the type of your activity. Besides, companies not registered yet will also have to provide the Company Data Sheet.

Staff Bus Lines

Use of Staff Bus Lines

To enhance accessibility of the airport, Fraport AG has set up bus lines for its own staff and for employees of other companies located at Frankfurt Airport. These lines run services between the central landside points.

In the past years, Fraport had been raising a cost-based usage fee for the use of its General Infrastructures which also include staff bus lines. This fee was waived on January 1, 2016.

Nonetheless, staff bus lines will continue to be in service. While the cost-based usage fees will no longer be charged, the incurring pro rata costs will be allocated to companies whose employees use the staff bus.

For this purpose, the number of passengers on the bus and their company affiliation will be checked regularly. These counts will serve as cost allocation basis. Companies whose employees use the staff buses will be billed for the number of bus users from the respective company.

Only persons whose employers contribute to the costs of running the bus lines as part of the airport’s infrastructure shall be authorized to use the FRABUS lines. Registration for the staff bus lines is not necessary for the time being. The use of the staff bus lines and the respective eligibility requirements are regulated by the Conditions of Transport of Fraport AG (only German version).

Counter Allocation (tourist services)

You are a tourist service provider and would like to rent a counter at Frankfurt Airport to offer your services. Contact our department FTU-TB21, if you wish to rent a counter in the Fraport AG terminals by concluding a licensing agreement.

The lease agreement and the licensing agreement will be concluded for an indefinite period of time and may be terminated with a notice period of 3 months to the end of a calendar month. It is your responsibility to provide timely notice of cancellation of the agreement. A security deposit corresponding to six monthly rents plus VAT has to be provided before entering into the agreements. This deposit may be paid in cash to the customer account.

  • For the conclusion of the agreements the following documents should be presented to us:
    Completed questionnaire
  • Copy of your valid business liability insurance, at least with a blanket coverage of 5 million (flat rate) for personal injuries and property damage per damaging event (without restrictions).
  • Copy of excerpt from the commercial register/business registration

You will receive more detailed information together with the questionnaire.

The number of Airport ID Cards and Vehicle ID Cards required as well as their area of application shall have to be entered in the licensing form. These Airport ID Cards are issued in “green” color (operations area) only. Should the applications presented exceed the quota of ID Cards, the ID Card Services (SCF) will not process such applications. Commissioning through Fraport AG or a subsidiary

You were commissioned by a department of Fraport AG or by one of its subsidiaries.

In these cases you may directly apply for the Airport ID Cards / Vehicle ID Cards. Your Client at the airport (Fraport AG, etc.) will have to sign them.

Companies not registered yet will also have to provide the Company Data Sheet.

Conclusion of a licensing agreement on basis of the Airport User Regulations (FBO)

In order to conclude a licensing agreement based on the Airport User Regulations (German abbreviation: FBO), please request a questionnaire by email from gestattungen@fraport.de or by calling +49 - 69 690 - 70777 or -21494.

You will need the following documents for the applications procedures, besides the completed questionnaire:

  • Completed questionnaire
  • Confirmation of your contracting authority
  • Excerpt from the commercial register /copy of your business registration
  • Copy of your aviation insurance respectively your business liability insurance.

Activities in the area of the Cargos Cities

Companies operating exclusively in the cargo areas (Cargo City North and Cargo City South) and holding green Airport ID Cards are exempted from the obligation of concluding licensing agreements.
