Commercial Activities and Licenses

Contracts with Fraport: How you can pursue a commercial activity on our premises or obtain licenses.

There are many opportunities to engage in commercial activities at Frankfurt Airport. A valid contractual arrangement concluded with Fraport AG is an essential requirement for taking up a permanent commercial activity.

A distinction must be made between the following contractual arrangements:

  • You operate in the field of ground handling: License agreement based on the German Ordinance on Ground Handling Services (BADV).
  • You are a service provider of a retail, catering, or service tenant of Fraport AG’s Retail department (HVM-R): License agreement with the Retail department of Fraport AG.
  • You would like to rent a counter in the airport terminals and use it to sell tourist services.
  • You work on behalf of Fraport AG or an authority.
  • For any other activity: Conclusion of a contract based on the Airport User Regulations (FBO)
  • Exceptions to this are companies operating in the CargoCities and holding only green Airport ID Cards and Vehicle ID Cards.

If you are operating in the area of ground handling, i.e. if your services are directly involved in flight operations, you will also have to conclude an agreement in accordance with BADV, the German Ordinance on Ground Handling Services. To conclude this agreement, please request a questionnaire by email from  gestattungen@fraport.de  or by calling +49 - 69 690 - 70777 or 69 690-21494.

Please provide the following documents for the application procedure:

  • Completed questionnaire
  • Confirmation of your contracting authority
  • Excerpt from the commercial register /copy of your business registration
  • Copy of your aviation insurance and/or business liability insurance.

You will receive more detailed information together with the questionnaire.

After conclusion of the licensing agreement, you may also have to apply for Airport ID Cards and Vehicle ID Cards, depending on the type of your activity. Companies not registered yet will also have to provide the  Company Data Sheet.

To improve access at the airport, Fraport has set up bus lines for its own employees and those of companies based there. These bus lines connect central landside points. The companies whose employees ride on the staff buses are charged a use-based fee to cover operating costs.

To this end, the number of passengers and their respective employers are tracked on the staff buses. The costs are charged on this basis. All companies whose employees
use the buses receive an invoice for their share of the total costs on the basis of recorded use.

Only employees whose employers pay their share of the infrastructure costs for the staff bus lines are entitled to use the buses of the FRABUS staff bus lines. There is no need to register to use the service. Use of the staff bus lines and
the respective eligibility requirements are regulated by Fraport’s Conditions of Transport.

If you operate as a tourist service provider and would like to hire a counter to sell your services at Frankfurt Airport, the following information is relevant to you: You can lease available counters in Fraport’s terminal facilities from our Counter Allocation Team, and conclude a relevant license agreement with them.

The lease agreement and license will be concluded for an indefinite period and can be terminated with notice of three months to the end of a calendar month. You are responsible for terminating the agreements in good time. A security deposit of six months’ rent plus statutory VAT is required in order to conclude an agreement. It can be paid into the customer account in cash.

To conclude the agreements, we should receive the following documents:

  • The completed form
  • A copy of your valid business liability insurance with a lump-sum coverage amount of at least €5 million for injury and material damage per incident (with no restrictions)
  • A copy of your Commercial Register extract/business license

Further information will be sent to you together with the form.

The requisite quota of Airport ID Cards must be entered in the license form. Only green Airport ID Cards (operational area) are allocated. Requests where the quantity exceeds the ID Card quota will not be processed by the Airport ID Card

If you have been commissioned by a department of Fraport or an authority, you can directly apply for the Airport ID Cards and Vehicle ID Cards. In these cases, the company registration must be completed and signed by your client in the section provided.

The license agreement obligation does not apply to companies that operate solely in the cargo areas (CargoCity North and CargoCity South) and only hold green Airport ID Cards.
